Manhattan District Attorney Cyrus R. Vance, Jr., today announced the sentencing of NORMAN BEAVERS, 48, to 5 ½-to-11 years in state prison for stealing the identity of a Manhattan resident, working under the victim’s name and Social Security number, fraudulently collecting unemployment benefits, and obtaining loans in the victim’s name. On June 2, 2017, the defendant pleaded guilty in New York State Supreme Court to Grand Larceny in the Third Degree and Identity Theft in the First Degree.

“It can take years for victims to undo the damage wrought by identity thieves,” said District Attorney Vance. “In this particularly egregious case, the defendant stole thousands of dollars, incurred unpaid debts, and ruined his financial credit, all while using someone else’s name and personal information. In doing so, he put his victim on the line for crimes that he did not even realize were being committed in his name.”

As admitted in the defendant’s guilty plea, BEAVERS was already using the victim’s name in a fraudulent professional capacity for a period of several years when, beginning in 2011, the defendant began using the same victim’s personal identifying information to apply for and receive unemployment benefits while the defendant was simultaneously working various jobs at multiple companies, including several law firms, under the victim’s name. During this time, BEAVERS fraudulently collected more than $20,000 in unemployment benefits.

The defendant also used the victim’s Social Security number to apply for and receive loans that the defendant ultimately failed to repay, significantly damaging the victim’s credit and effectively preventing the victim from obtaining other loans.

Assistant District Attorney Elise Roecker handled the prosecution of the case, with the assistance of Assistant District Attorney Francesca Rios, and under the supervision of Assistant District Attorneys Daniel Holmes, Elizabeth Roper, and Jeremy Glickman, Deputy Chiefs of the Cybercrime and Identity Theft Bureau, Assistant District Attorney Brenda Fischer, Chief of the Cybercrime and Identity Theft Bureau, and Executive Assistant District Attorney Michael Sachs, Chief of the Investigation Division. Senior Cybercrime Analyst Jonathan Simmons provided additional assistance with the case.

District Attorney Vance thanked the NYPD, and in particular, Detective Kevin Gieras of the 19th Precinct, New York State Department of Labor, and in particular, Investigator Michelle Martone, and United States Social Security Administration, and in particular, Special Agent Angel Rodriguez, for their assistance with the investigation.
